The subdivisions west of I-65 were built by the street from the 1980s on, with the shingle that met code that year, and they're aging out the same way. Most of our replacements are here, and most of them go FORTIFIED with the grant.
West Mobile is where the city grew after 1970: the subdivisions off Airport Boulevard, Cottage Hill, Hillcrest, Grelot, Schillinger and Dawes, ranch and two-story houses on quarter- and half-acre lots cut out of pine woods, plus the neighborhoods the 2023 annexation brought into the city, about 20,000 people's worth. The roofs here were built fast and by the dozen, mostly three-tab or basic architectural shingles on OSB, stapled as often as nailed, with turbines for ventilation and 5-inch gutters that never kept up with a Mobile cloudburst. Thirty years on, those roofs are brittle, algae-streaked, creased by Sally and lifted by every front since, and we re-roof them by the street, sometimes three on one cul-de-sac in a month.
That's also why west Mobile is where the Strengthen Alabama Homes grant does the most good. A typical 1,800 to 2,400 square-foot house here is an $10,500 to $17,000 shingle replacement, $12,000 to $19,500 built FORTIFIED, and the grant pays up to $10,000 of the FORTIFIED cost for a Mobile County primary residence in its quarterly windows, with the insurance discount on top. We replace the stapled, under-vented roof with a sealed, ring-shank-nailed deck, Class H shingles, an adhered starter, a ridge vent in place of the turbines, and 6-inch gutters with guards for the pine straw, and we pull the permit, City or County depending on which side of the annexation line the house sits.
