The FORTIFIED roof: the Gulf Coast's best deal in roofing
Alabama has more FORTIFIED homes than any state in the country, over 53,000, because the state pays for them and the insurers discount them. Here is what the standard requires, what it costs, what it saves, and how the grant works in Mobile and Baldwin counties.
FORTIFIED is a construction standard from the Insurance Institute for Business & Home Safety, built on wind-tunnel and field research, and FORTIFIED Roof is its entry level: a roof designed to stay on the house and keep water out in a hurricane. The requirements are specific. The roof deck is re-nailed with ring-shank nails in an enhanced pattern (IBHS testing found that switching to 8d ring-shank nails and tightening the spacing can double the deck's uplift resistance). The deck seams are sealed with tape or a self-adhered membrane, which IBHS says can cut water intrusion by up to 95 percent if the shingles are lost. The edges get a wider drip edge with a fully adhered starter strip. Attic vents must be wind- and rain-resistant. Shingles must meet ASTM D3161 Class F or ASTM D7158 Class H; metal, tile and low-slope systems are tested to site-specific design pressures. A certified evaluator inspects at the deck stage and at completion and the home gets a designation certificate.
The money works like this. The upgrade adds roughly $1,500 to $2,500 to a typical Mobile replacement, mostly in labor, tape and the evaluator's fee. Alabama passed a law in 2009 requiring insurers to offer discounts for FORTIFIED homes; IBHS reports most Alabama carriers give 25 to 35 percent off the wind portion of the premium for FORTIFIED Roof, 35 to 45 for Silver and 45 to 55 for Gold, and a 2020 law made a FORTIFIED endorsement available on every Alabama homeowners policy, which pays extra toward the upgrade when a roof is replaced after a covered loss. Alabama residents can also deduct the lesser of half the retrofit cost or $3,000 from state income tax. And Strengthen Alabama Homes, the Department of Insurance program created after Ivan and Katrina and funded by the insurance industry, pays up to $10,000, covering 100 percent of the mitigation cost up to the cap, for a primary residence in Mobile or Baldwin County, with no income test. It has funded more than 8,700 retrofits and $86 million since 2015. In 2026 the grant opened quarterly, Mobile and Baldwin on separate days: January 6 and 8, April 7 and 9, July 7 and 9, October 6 and 8. Windows fill in hours.
The reason the state does this is the data. The University of Alabama's Center for Risk and Insurance Research studied more than 40,000 Mobile and Baldwin County homes, $17 billion of insured value, through Hurricane Sally: FORTIFIED homes had 55 to 74 percent fewer claims and 14 to 40 percent lower losses, were almost a quarter of the policies but only 9 percent of the claims, and if every home had been FORTIFIED, payouts would have been 75 percent lower, saving up to $112 million. Do I have to replace my whole roof to be FORTIFIED?
Yes for the designation; the sealed deck and re-nailing happen with the shingles off. The grant is for exactly that: bringing the roof up to the standard when it's replaced.

What if the grant window is closed?
Build to the standard anyway, get the designation, and take the insurance discount; it pays for the upgrade in a few years on most coastal policies. If your roof can wait for the next quarterly window, we'll time the job.
How much will my insurance go down?
IBHS reports 25 to 35 percent off the wind portion for FORTIFIED Roof with most Alabama carriers, and the state's 2009 law requires insurers to offer a discount. Ask your agent for the exact figure with the certificate in hand; on a coastal policy where wind is most of the premium, it's real money.
Does FORTIFIED protect against trees?
No, and the Sally study says so: nearly half of claims involved fallen trees, which the standard doesn't address. Pine removal and pruning before the season is the other half of hurricane prep.
Can a metal roof be FORTIFIED?
Yes. The panels and fastening have to be tested to the site's design pressures, and the deck underneath gets the same sealing and nailing. Many Eastern Shore FORTIFIED roofs are standing seam.
